                  Auditor’s Responsibilities on the Financial Statement Audit
                        The review of the State Audit Office is aimed to provide a reasonable assurance that the consolidated
                  financial statements are free of material misstatement whether caused by fraud or error, as well as to
                  present the auditor’s report including the opinion of the State Audit Office with reasonable assurance at
                  a high level. However, it does not guarantee that auditing practice according to auditing standards will
                  always be able to detect material misstatement.
                        Material misstatement may be due to fraud or error and is considered substantive when it is reasonably
                  anticipated that a report which is incompatible with each or all facts will affect the economic decisions of
                  these financial statement users.
                        As for the audit of the State Audit Office in accordance with the audit standards, the State Audit
                  Office uses its discretion, observation, and suspicion as professionals throughout the auditing process of the
                  State Audit Office including:
                        •  Identify and assess the risks of material misstatement of the financial statements whether caused
                          by fraud or error, as well as design and implement audit trails to respond to those risks.
                          This includes obtaining audit evidence adequate and appropriate for using as the criteria to express
                          the State Audit Office’s opinions. The risk that material misstatement is not found which is a result
                          of fraud is greater than the risk of error because corruption may relate to conspiracy,
                          fake documents, intention to ignore showing data, displaying data that does not match the facts,
                          or intervention of internal control.
                        •  Make understanding of the internal control system relating to the audit to design appropriate
                          auditing procedures. It is not for the purpose of expressing an opinion on the effectiveness of
                          the business’s internal control.
                        •  Assess the appropriateness of the accounting policies used by the management and the
                          reasonableness of the accounting estimates and the disclosures of relevant information provided
                          by the management.
                        •  Conclude the appropriateness of applying the accounting standards for a going concern of the
                          management and the audit evidence; and whether there are uncertainties relating to events
                          or circumstances that may lead to significant doubts about the business’s ability as a going concern.
                          If the State Audit Office comes to the conclusion that there are significant uncertainties,
                          the State Audit Office must mention this matter in the auditor’s report with a notice on the
                          disclosure in the related financial statements. In case the disclosure is not sufficient, the opinion
                          of the State Audit Office may change. The conclusion of the State Audit Office is based on the
                          accounting audit evidence received from the beginning until the date specified in the auditor’s
                          report of the State Audit Office. However, future events or circumstances may cause the business
                          to cease its operation.
                        •  Assess the presentation of the structure and content of the financial statements, including the
                          disclosure of financial statements and events in such a way that the information is presented
                          as it should be.
                        The State Audit Office has communicated with the regulators on many important matters, including
                  the scope and period of the audit as planned, significant issues found from the audit as well as significant
                  deficiencies in the internal control system, found during the audit of the State Audit Office.
